Yemen one of seven nations to get U.S. CI funds

WASHINGTON — The administration of U.S. President Barack Obama has decided to relay funding to Yemen to bolster counter-insurgency (CI) capabilities.   

Officials said the Defense Department has relayed millions of dollars to enhance CI capabilities to Yemen.

The officials said Yemen would be one of seven countries designated for an improvement in military capability in 2010.

"Three of the programs will improve the military forces of Yemen to conduct counter-terrorism operations," the Pentagon said on March 26.

Officials said the Pentagon has notified Congress that Yemen would receive the special funds over the next few months. The funds would be relayed under what was titled Section 1206, named for a 2006 law that provides countries with funds to develop CI capabilities.

The Pentagon said it would distribute $350 million for CI enhancement in 2010. Officials said Yemen as well as Croatia, Estonia, Georgia, Hungary, Latvia, Lithuania, and the Philippines would receive the money.

The United States has allocated more than $150 million in military aid for Yemen over the next year. Officials said most of the money would be used for training and equipment to battle the Al Qaida network.

"Details of the programs will come into focus after the Defense Department sends a second written notification to Congress," the Pentagon said.
