    Iran, Qatar And Russia take gas cartel plan to second stage

    ABU DHABI — Iran, Qatar and Russia have reconvened their talks on the formation of a natural gas cartel.

    The three countries, the top gas producers in the world, began an energy summit on Nov. 12 in the Qatari capital of Doha, Middle East Newsline reported. Officials said the key issue was an examination of the technical details required for the formation of a gas cartel modeled on OPEC. In October 2008, Doha, Moscow and Teheran agreed to examine the establishment of a gas cartel.

    Iran and Russia have pressed for the formation of a permanent organization that would monitor the gas market.

    Officials said Doha meeting marked the first session of the Supreme Technical Committee. They said the committee would draft the agenda for the energy ministers of Iran, Qatar and Russia.

    The oil ministers of Iran and Qatar are attending the Nov. 12 session.
