Officials said the EU's EUPOL COPPS has completed a two-week course for
Palestinian Authority police in criminal investigation. The course, which
ended on June 17 and was held at the police academy in Jericho, was conducted by
instructors from Germany in what was called "train the trainer" program.
"I believe it is necessary that both the Israeli and the international
public opinion understand how much progress the Palestinian security forces
have already achieved, especially the Palestinian civil police," EUPOL COPPS
Henrik Malmquist said.

Officials said PA police were trained in crime scene management,
fingerprint collection and analysis, forensics and interrogations. They said
instructors stressed the need to honor the civil rights of suspects and
detainees.
So far, more than 450 PA police officers have undergone courses to
become trainers. Germany has been deemed a key member of the EUPOL COPPS
program.
The EU has also completed training cadets from the new PA judicial
police. In all, 27 cadets were trained by Slovenia in such skills as close
protection, emergency response, security assessment and emergency escape.
Officials said the judicial police contains 200 officers.
"This course highlights the importance of learning techniques from
external experts as a fundamental step to maintain development of a strong
Palestinian police force," PA police Brig. Gen. Fawaz Daoud, deputy chief of
human resources, said.
