SEOUL — Corruption is rampant and discipline is eroding across North Korea’s military as the country’s youthful new leader Kim Jong-Un has shifted the policy focus away from the military, analysts and sources said.

North Korean Army officers have smuggled out classified military documents for money, and border guards are easily bribed and even carry escapees on their back to cross the border, said the Institute for National Security Strategy (INSS) run by South Korea’s intelligence agency.

Top-secret military files such as orders of the supreme commander Kim Jong-Un, wartime plans, and guidelines for electronic warfare as well as profiles of Pyongyang citizens and law-related document are smuggled out by senior Army officers, Koh Jae-Hong at the INSS said in a report.
