Russian President Vladimir Putin will take unilateral action against Islamic State of Iraq and Levant (ISIL) in Syria if the United States turns down his proposal to join forces against the terrorists, according to a report on Sept. 23.

According to a Bloomberg report, Putin has become frustrated with what he sees as U.S. stalling on the proposal for a “parallel track” of strikes against ISIL.

“If (Russia is) there to shore up Assad and to certainly provide Assad with the continued sense he doesn’t have to negotiate, then I think it’s a problem for Syria, and it’s a problem for everybody who wants to bring an end to this conflict, which has gone on for too long,” U.S. Secretary of State John Kerry said.

The report said Putin sought to coordinate the military campaign against ISIL with the U.S., Iran and the Syrian army.

Meanwhile, IHS Jane’s Intelligence Review reported on Sept. 22 that Russia is building up two additional military sites near Syria’s Mediterranean coast.

Rob Munks, editor of IHS Jane’s Intelligence Review, said satellite images confirmed the previously undisclosed construction was going on at a weapons storage facility and a military base north of Latakia and that one of the sites was close to a surface-to-air missile site.

Munks added that Russia could be preparing to send troops to both locations.

Russia has already deployed combat planes and helicopters as well as tanks to Syria.

“For the moment it is the judgment of our military and experts that the level and type represents basically force protection,” said Kerry.
