With the acquiescence of Party boss and commander-in-chief Xi Jinping, hawkish generals are aggressively lobbying for a bigger share of China’s economic resources.
Officially, the military budget this year of 720.17 billion yuan was a modest 10.7 per cent over that of last year. This figure also represents a mere 1.4 percent of China’s GDP.
While the People’s Liberation Army’s (PLA) expenditures are smaller than the budget for maintaining internal security – as well as outlays for education and health – it has long been established by foreign military experts that real spending by the PLA is at least three times that of the publicized budget.
Moreover, generals have taken advantage of the annual convention of the National People’s Congress (NPC) to lobby for not only more funds but a bigger say in the allocation of the country’s economic resources.
