New York man charged for plotting to aid ISIL, target U.S. forces

WASHINGTON — A grand jury has indicted a 30-year-old man on charges of attempting to aid Islamic State of Iraq and the Levant.

A grand jury in Rochester, N.Y. returned a seven-count indictment against Mufid Elfgeeh on charges of attempting to send fighters and equipment to ISIL.

Elfgeeh was also charged with attempted murder of current and former members of the U.S. military.

“We will remain aggressive in identifying and disrupting those who seek to provide support to ISIL and other terrorist groups that are bent on inflicting harm upon Americans,” Attorney General Eric Holder said.

Officials said the arrest of Elfgeeh stemmed from a sting operation by the FBI. They said two of the three purported recruits for ISIL were undercover FBI agents.

“With today’s indictment of Mufid Elfgeehr, the government demonstrates that it will use all available tools to disrupt and defeat ISIS,” U.S. Attorney William Hochul said. “The case also demonstrates that by working with the community, law enforcement is able to identify those who would harm our country or our returning soldiers.”

Prosecutors said Elfgeeh sought to recruit fighters for ISIL in 2013 and 2014. They said Elfgeeh also plotted to kill U.S. military personnel who had returned from Iraq.

The indictment highlighted the role of undercover FBI agents in counter-insurgency operations. The two agents were said to have agreed to travel to Syria to fight for ISIL and also supplied two inoperable pistols to kill U.S. soldiers.

“Elfgeeh also sent $600 to an individual in Yemen for the purpose of assisting that individual in traveling from Yemen to Syria for the purpose of joining and fighting on behalf of ISIS [ISIL],” the Justice Department said.
