SEOUL — North Korea is increasing pressure on Seoul to resume the long-stalled inter-Korean tour project, a rare source of cash for the destitute nation, sources and analysts here said.

The North was involved in months-long military sabre rattling in the spring highlighted by a third nuclear test, threats of nuclear war, a decision to nullify the armistice that halted fighting in the 1950-53 Korean War, and shuttering of the inter-Korean joint industrial complex.
But during the summer, Pyongyang abruptly shifted its stance, sending envoys to China and agreeing to resume the industrial complex in the North’s border town of Kaesong. …
In September, however, the North again shifted to confrontation, canceling the reunion of families separated by the Korean War and launching a barrage of criticism against the South on a daily basis.
