Moscow’s charge for repairing North Korea’s electical power grid? Rare Earths

SEOUL — Russia plans to divert resources blocked by sanctions to North Korea to upgrade its sub-standard electrical power infrastructure.

In exchange it will reap a strategic bonus.

As traditionally strong North Korea-China ties continue to suffer, Moscow is proposing to repair North Korea’s poor power grid infrastructure in exchange for access to rare earth minerals needed for high tech devices and weapons systems.

The North is known to have large reserves of rare earth minerals which are critical in high-tech products such as smart bombs and most cell phones, proposing joint ventures with foreign developers.
