CAIRO — Libya has failed to reopen its oil export terminals.

A Libyan militia leader said oil terminals would remain closed amid the absence of an agreement with the Tripoli government.

The leader, Ibrahim Jedran, said the government has refused to share oil revenues with his militia.

“We will not reopen the terminals because of the corruption of the interim government, which doesn’t care about the real demands of Libyans,” Jedran, commander of the Political Bureau of Barqa, said.

In a statement on Dec. 15, Jedran warned of additional measures against
the government.

Earlier this month, the government predicted the imminent reopening of the terminals, which generate most of Libya’s hard currency.
