Kim’s fear of losing power seen in defensive response to human rights pressure

SEOUL — North Korea has unleashed a new salvo of threats to conduct nuclear tests and other provocations as part of a furious response to a landmark U.N. resolution on the regime’s human rights violations.

The nonbinding resolution by the U.N.’s third committee urged the Security Council to refer North Korea’s human rights violations to the International Criminal Court. It was the first time a U.N. resolution had suggested that a North Korean communist ruler could be targeted for prosecution.

“Kim Jong-Un is worried that he could be referred to the ICC if he is ousted from power,” a senior North Korean defector here said.

“It is highly unlikely that Kim would be referred to the ICC while he is in power. But if the regime collapses and Kim is ousted, he could be targeted by the ICC,” he said, noting that a new leadership could send him to the ICC to win international recognition.
