Kim Jong-Un’s third No. 2 since December seen as evidence of continued instability

SEOUL — Hwang Pyong-So is believed to have replaced Choe Rong-Hae as North Korea’s top military leader in charge of the powerful General Political Bureau of the People’s Army, sources here said.

If confirmed, Hwang becomes the third No. 2 man in North Korea in less than five months following Choe and Jang Song-Thaek, in a sign that its youthful leader Kim Jong-Un’s power still remains uncertain.

Hwang, 65, was promoted to the rank of vice marshal under the decrees of the Central Military Commission of the Workers’ Party and the National Defense Commission issued on April 26, according to Pyongyang’s official Korean Central News Agency on April 28.

Hwang’s promotion came just weeks after he was elevated to four-star general in late March or early April.
