Inefficiency, ISIL attacks seen crippling Iraqi oil exports

LONDON — Energy exports from Iraq have been stuck by sabotage and poor planning.

The International Energy Agency asserted that Iraqi crude oil exports were hampered by inefficiency at the loading terminal in Basra.

In its monthly report, the Paris-based agency said the delays in the south marked a greater obstacle to export goals than the advance by Islamic State of Iraq and the Levant.

“The situation on the ground is highly fluid and infrastructure bottlenecks in the south, rather than the humanitarian disaster in the north, may remain the biggest hurdle to Iraq’s ability to deliver the supply growth expected from it,” IAE said.

The agency’s Oil Market Report cited what it termed “scheduling snags and technical glitches” at the Basra loading terminal during July. The report said this could continue to hamper oil exports by Iraq, the second largest producer in OPEC.
