China non-combat personnel includes high-profile mistress-generals

China has the world’s largest military force in terms of total number of personnel.

However, the PLA also distinguishes itself for keeping a large number of non-combat military personnel who have often been promoted faster and more prominently than many combat personnel. Xi Jinping is determined to change that.

Starting Aug. 1, the PLA will have a new promotion and award procedure called the “Troops Awards and Praise Management Regulations, which focuses strictly on “combat capability” as the only standard to promote and reward its troops.

The impetus for such new regulations may have come from the rampant expansion of influence of Chinese military entertainers as a result of corrupt PLA senior officials’ urging over the decades.
