Beijing strikes hawkish pose in run-up to Xi Jinping’s U.S. tour

The Chinese authorities have reacted angrily to a World Trade Organization ruling that criticized Beijing for using administrative methods to limit the exports of strategic raw materials.

A WTO panel said on Jan. 30 that China had violated accepted trading practices by artificially curbing exports of raw materials such as bauxite, zinc, coke, magnesium and manganese, which pushed up prices and gave Chinese firms unfair competitive advantages.

The ruling was a result of petitions filed since 2009 by a host of countries led by the U.S.
