Universal cyber war treaty backed by China, Russia seen limiting U.S.
Senior Obama administration officials say the danger of a future war in cyberspace is a growing concern and that deterring state actors may prove difficult because of the difficulties of identifying those who use cyberspace for attacks.
Michele Markoff, the State Department's senior policy advisor in the Office of the Coordinator for Cyber Affairs, said in the future the Internet and computer networks could become a "free fire zone."
