China is continuing to alarm its neighbors in East Asia and elsewhere with growing assertiveness, the director of national intelligence said in congressional testimony last week. James Clapper, the DNI, provided an assessment of China's growth as an international power in relatively benign terms, reflecting what critics say is a bias in intelligence reporting on the threat posed by Beijing's rise to near superpower status.
