SEOUL — North Korea has continued its buildup of special warfare troops trained to infiltrate South Korea, increasing the number by 20,000 over the past two years and deepening the threat of unconventional warfare, South Korea's defense ministry reported.
In its biennial defense white paper, the ministry said the size of the special forces had risen to 200,000, compared with 120,000 in 2006 and 180,000 in 2008.
