U.S. trains Lebanese security forces in bid to check Hizbullah's street muscle

NICOSIA — Officials said the U.S. military and State Department have been training thousands of Lebanese officers in law enforcement and counter-insurgency skills.   

The officials said the U.S. focus has been on Lebanon's Internal Security Forces, headed by director-general Ashraf Rifi and with about 50,000 officers.

ISF has been under pressure from the State Department to expand its operations, Middle East Newsline reported. In May 2008, the Lebanese force refrained from stopping the Hizbullah assault on offices linked to the pro-Western Future Movement around Beirut.

"To date, the U.S. has provided training for over 3,500 ISF officers, cadets, supervisors and instructors," the U.S. embassy in Beirut said. "In addition, the U.S. has delivered more than 380 vehicles and refurbished the ISF training facilities in Beirut."

On Jan. 11, U.S. Assistant Secretary of State David Johnson presided over a U.S. training program for ISF. Johnson, responsible for international narcotics and law enforcement affairs, attended a graduation for 286 ISF cadets who completed a basic policing course. The three-month course was funded by the United States and led by U.S. and Lebanese instructors.

"In addition, 21 ISF lieutenants graduated from a three-month course of study in community policing that took place both in Lebanon and in the United States, the embassy said.

"Our goal is to support the professional institutions that provide security and basic services to the Lebanese people," U.S. ambassador to Lebanon Michele Sison said.
