Palestinian security chief refuses intel exchange with 'occupier' Israel

RAMALLAH — Palestinian Authority officials said the PA has limited security cooperation with Israel to coordination of patrols and other operations. But they said the PA has refused Israeli requests for an intelligence exchange.

"Even President Mahmoud Abbas can not move outside the city of Ramallah, without prior coordination with Israel," PA Interior Minister Said Abu Ali said.

In an interview with the Saudi-owned Al Hayat daily, Abu Ali said the PA has been coordinating with Israel to ensure freedom of movement for Palestinians. He said the Israel Army operates 460 checkpoints throughout the West Bank.

"The current security coordination between the PA and Israel is between the occupier and the occupied power to conduct the affairs of everyday life and not for the exchange of information," Abu Ali said on Nov. 28.

Abu Ali has overseen the U.S.-financed program to train PA security forces in neighboring Jordan. So far, six National Security Forces battalions have completed the 19-week course, with the next battalion expected to arrive in the Hashemite kingdom by the end of 2010.

The interior minister said PA security coordination with Israel included the movement of Palestinian forces through the three zones in the West Bank. Abu Ali also cited training, weapons and security operations.

Abu Ali said the PA has been training in Jordan because of Israeli restrictions on the use of live fire. He said the PA would increase use of its new security training facilities around the West Bank city of Jericho.

Officials said the PA has demanded that Israel restore the security situation in the West Bank to that of before the outbreak of the Palestinian uprising in 2000. They said Israeli troops continued to enter Palestinian cities without justification.

Israel has also been blocking weapons deliveries to the PA security forces, officials said. They cited Israel's refusal to allow the entry of 50 BTR-70 armored combat vehicles donated by Russia and now stranded in Jordan.

"Israel has announced its approval in principle to the introduction of these vehicles, but has not issued final approval," Abu Ali said. "This marks the continuation of its policy of procrastination."
