"The Iranian soldiers are located along the Kurdistan border and they open fire when they see farmers or other people nearby," a Kurdish source said.

In December 2010, at least one Kurdish laborer was killed and another two were injured in the Albak region. The sources said the Dec. 12 attack targeted laborers along the Iranian border with Kurdistan.

In 2010, Iran conducted several military raids into Iraq's Kurdistan. The sources said Iranian Army and Islamic Revolutionary Guard Corps patrols routinely enter Iraqi territory in what is deemed counter-insurgency operations.

On Dec. 13, Iran reported a major military exercise along the border with Iraq. The exercise was reported after the conclusion of the ground maneuvers, in which two officers were killed in an accident.

The Baghdad government has played down the Iranian incursions. Teheran has asserted that the operations were meant to block Kurdish insurgents, particularly the so-called Party of Free Life of Kurdistan, aligned with the Kurdish Workers Party.
