The memorandum, released by WikiLeaks, asserted that the project would be completed
imminently.
In a Dec. 20, 2009 cable, the U.S. embassy in Cairo said the Egyptian
project to build an underground steel barrier along 11 of the 14 kilometers
of the Sinai-Gaza border would cost $40 million. The report said the
Egyptian government was funding the project.

The U.S. embassy said Washington was providing equipment, technology and
expertise for the Egyptian project. The cable cited the transfer of an
advanced tunnel detection system as well as U.S. training for Egyptian
operators.
The Egyptian construction of the underground barrier was scheduled for
completion in December 2010, the cable said. But Western diplomatic sources
said the project has been delayed and was not expected to be concluded
before the spring of 2011.
