LONDON — The Beirut government has assessed that Hizbullah, supported by Iran, succeeded in forming a separate and dominant state in Lebanon. A U.S. State Department cable quoted a senior Lebanese official as saying that Iran and Hizbullah control most of the country and were displacing Syria.
