ABU DHABI — Saudi officials said Al Qaida in the Arabian Peninsula was increasing recruitment of non-Saudi nationals for logistics and other tasks. They said that while Saudis were commanding operational and financial cells, the non-Saudis were assigned such tasks as communications, particularly with other regional Al Qaida networks.
