Iran forges nuclear ties with Bolivia in blow to West

LONDON — Iran has established nuclear cooperation with another South American state. Officials said Iran has been contracted by Bolivia to help construct a nuclear energy reactor. They said the two countries agreed on formal nuclear cooperation during a visit by Bolivian President Evo Morales to Teheran in October.
