Spanish authorities investigating Russian organized crime activities have linked a major Russian crime group to senior Moscow government officials. The links were disclosed in a classified cable from a U.S. Embassy in Mardrid on Aug. 31, 2009 that reveals two major counter-organized crime investigations dubbed Troika and Avispa that have been underway since 2005.
