Al Qaida in the Arabian Peninsula seen as tool of Bin Laden protege

WASHINGTON — The U.S. intelligence community has begun to consider what Arab security analysts long regarded as obvious: that Al Qaida in the Arabian Peninsula was established by Osama Bin Laden and Ayman Zawahiri to threaten Western interests while they remain underground somewhere along the Afghan-Pakistan border.
