U.S. coordination of Gulf states boosted military sales, not security

WASHINGTON — A U.S.-sponsored framework to coordinate Gulf Cooperation Council militaries has failed, a report said. Congressional investigators asserted that the United States has simply used the dialogue to promote bilateral military cooperation and arms sales to the Gulf region.
