Iran financing proxies under cover of humanitarian shipments

WASHINGTON — The U.S. Congress has been told that Iran relayed funds to Hamas and Islamic Jihad under the guise of food and other humanitarian aid shipments. A leading analyst said the aid was transferred to the Iranian proxies in the Gaza Strip in cooperation with Western agencies. "Such goods can be sent even to internationally sanctioned countries under the guise of humanitarian support," Matthew Levitt, a former Treasury official and now a senior researcher at the Washington Institute for Near East Policy, said.
