State Dept. report: Cheating on START 'would have little if any effect'

The new director of national intelligence has made cyber security a major priority for U.S. intelligence agencies, a major shift from such issues as counterterrorism and arms proliferation. In written answers to questions posed by the Senate Intelligence Committee, retired Air Force Lt. Gen. James Clapper identified the threat to U.S. information systems as the main priority.
