A former senior State Department arms control official revealed last week that the new START treaty does not capture Russia’s rail mobile intercontinental ballistic missile, a major flaw.
Robert Joseph, former undersecretary of state for international security and arms control, told the Senate Arms Services Committee that the new arms treaty contains gaps in arms coverage. He also questioned whether the treaty can be verified.
