WASHINGTON — The State Department has found that President Bashar Assad's regime has kept Syrian officials away from the U.S. embassy despite reconciliation efforts by the administration of President Barack Obama.
In a report, the department's inspector-general said Syria has been wary of a genuine dialogue.
