Islamist terrorists that carried out the recent Moscow subway bombings appeared intent on triggering a government clampdown, according to U.S. government analysts.
The suicide attacks on the subway and a bombing in North Caucasus sought to derail Russian government economic initiatives in the region and to provoke a security clampdown in order to boost terrorist recruitment.
