The Norwegian government has denied permission to Germany's Thyssenkrupp Marine Systems to test its Dolphin-class submarines ordered by Israel.

Under the order, Thyssenkrupp could not enter Norwegian waters or docks with the two Type 209 submarines built for the Israel Navy.

"Norway has the strictest regulations possible on the export of goods and services in the defense field," Norwegian Foreign Minister Jonas Gahr Store said. "And this means that we do not export materials or services to countries where there is war, or a threat of war."

Since 1997, Thyssenkrupp has been leasing a former Norwegian naval base near Kristiansand. The base was used to help test newly-built underwater platforms for several Middle East clients, including Egypt and Turkey.
