JERUSALEM — Israel, on the eve of a tourist exodus, has warned its
nationals of an abduction plot.
The Israel Counter-Terrorism Bureau has issued a worldwide warning of Hizbullah
plans to
attack and abduct Israelis throughout the world. The bureau, part of the
prime minister's office, urged Israelis to be cautious and avoid offers
by strangers abroad.
"The Hizbullah organization is unremitting in its efforts to attack
Israelis throughout the world, with its emphasis on kidnappings," the bureau
said on Aug. 20.
The bureau asked Israelis to increase their awareness, dismiss
"unexpected and alluring proposals in both business and recreation" and
refuse to open the door to unexpected or suspicious visitors. Israelis were
also urged to revise their routine abroad.

"Insist on being accompanied by someone you trust when attending
business meetings or while at recreation," the bureau said. "Alter your
routine and habits occasionally if on a prolonged stay in one place. Switch
hotels, travel routes, restaurants and recreational spots."
Officials said the Israeli intelligence community has determined that
Iran-backed Hizbullah planned to abduct Israelis over the next few weeks.
They said Hizbullah was expected to capitalize on the exodus of tens of
thousands of Israelis during the remaining weeks of summer.
The Israeli government statement said the Hizbullah threat was "high"
and "concrete." The statement did not cite countries that contained the
Hizbullah threat.
Earlier in August, the Israeli government warned nationals of a
Hizbullah abduction plot in western Africa. Israelis comprise a significant
presence in Nigeria's energy and security sector.
