Power to the people? In China, the PLA still belongs to the Communist Party
China’s communist government has rejected the idea of nationalizing the People’s Liberation Army and will keep the military a “Party army,” according to U.S. officials.
Chinese President Hu Jintao indicated during the 80th anniversary of the PLA that the military will remain under Party control, despite the fact that state funds are used for all PLA arms and activities.
Cao Gangchuan, Central Military Commission vice chairman and national defense minister, made clear in a July 16 article in a CPC Central Committee organ Qiushi that the PLA would remain in Party hands.

“The hostile forces, which focus on westernizing and dividing our army, have spared no efforts to advocate 'removing the army from the party,' 'depoliticizing the army,' and 'nationalizing the army' in a vain attempt to separate our army from Party leadership,” Cao declared.
