Beijing lures overseas Chinese for special tech centers

Beijing is recruiting overseas Chinese scientists to bolster its technology modernization, according to state-run media reports.

In China the lines between commercial and military technology research are blurred as a matter of government policy, according to U.S. officials.

China hopes to “entice” 200,000 overseas Chinese to return home by 2010 by setting up science centers where they can continue their research work, the official Xinhua news agency reported Jan. 4.

China's rapidly-developing economy has made it an increasingly desirable place to live for Chinese citizens who had experienced impoverished living conditions before they left the country to study abroad.

According to the report, 2005 statistics show that only one-fourth of all Chinese scholars studying abroad returned to China.

Beijing wants scientists familiar with international research methods to lead “certain research” in China.

To do this, the government is offering “favorable policies” to returning scientists interested in launching start-up companies by creating some 50 business "incubator" centers.

China estimates that more than 930,000 Chinese have studied abroad with some 230,000 returning back.
