France, Libya agree on nuclear energy deal

LONDON — France and Libya plan to sign a nuclear cooperation accord.
Officials said France and Libya have agreed on the terms of an agreement
to develop nuclear energy. They said that under the agreement France would
help
Libya develop a nuclear energy program.
The agreement, announced on March 7, would be signed by the end of the
month, officials said. They said France's Commissariat à l'Energie Atomique,
or CEA, would lead the program, Middle East Newsline reported.
Under the accord, CEA would help train Libyan scientists and engineers
and develop a nuclear energy program for Tripoli. Officials said the
agreement was approved by Britain and the United States, which confirmed
that Libya has dismantled its nuclear weapons program.
France has sought to enter Libya's energy market. But the United States,
Britain, Italy and Spain won many of the energy development tenders issued
over the last year.
"The only avenue open was nuclear energy and France entered the vacuum,"
an official said.
Officials said the nuclear energy program would be overseen by the
International Atomic Energy Agency. Libya has pledged to cooperate with the
IAEA.
