Libya has a suggestion for its Arab neighbors: Take a look at asymmetrical warfare.
Moammar Khaddafy has ruled out the acquisition of advanced
military platforms for Libya's defense needs.
In a series of interviews in January, Khaddafy pointed to the
Palestinian war against Israel and the Sunni insurgency in Iraq. He said
these groups have successfully fought much larger powers through
asymmetrical warfare.
"In our current circumstances, we don't need to buy tanks, airplanes,
missiles, or other huge things like this," Khaddafy said. "If the enemy is a
superpower like NATO, America, Russia or China, which occupies Libya, I will
not fight it with tanks, missiles or cannons. I will fight it with
explosives belts, car bombs and Kalashnikovs."
It was the first time in years that Khaddafy discussed Libya's defense
requirements. In 2003, Libya agreed to abandon missile and weapons of mass
destruction programs and reconcile with the United States.
In interviews on Libyan television and A-Jazeera, Khaddafy envisioned a
people's war against any Western invader. He said Libyans could booby-trap
cars, houses and roads.
"The enemy will not be able to survive," Khaddafy said in remarks
translated by the Washington-based Middle East Media Research Institute.
"The enemy will be unable to use their nuclear bombs, their airplane
carriers or their inter-continental missiles. They will not be able to use
them
against people who booby-trap themselves, and fight the enemy."
Industry sources said Libya has been discussing arms sales with several
powers, including Britain, France, Italy and Russia. Italy was the first
Western country to sell naval platforms to Libya, and the two countries have
agreed on establishing a helicopter production facility in Tripoli.
"I cancelled the WMD program, and I demand that America cancel its own
WMD program, and that Israelis be disarmed of their WMDs, instead of the
[American] silence in their case," Khaddafy said.
