Since Hitler declared war on the United States in 1941, the U.S. president could as commander-in-chief allocate money for the development of a super weapon of that time — "the atom bomb," which was being developed in Hitler's Germany, according to Einstein's letter of 1939 to President Roosevelt. But in peacetime, only Congress allocates money for whatever weapons development

Super weapons are created by scientists and inventors of genius. While the United States graduates 60,000 engineers a year, the dictatorship of China graduates 442,000 of them. The figure, considering the size of China's population, will finally be mind-boggling. Some of these graduates will be scientists and inventors of genius able to create super weapons.

Thus Tsung-Dao Lee, born in 1926, received in 1957 the Nobel Prize in Physics — in those new fields, requiring genius and nourishing the development of super weapons.

What is remarkable is that this scientist of genius regards China's dictatorship as his dear native country, and in 1989 he established the Chun-Tsung (Chun is his wife's name) Endowment Fund of scholarships to be awarded at five universities of China.

But what about scientists and inventors of genius born in other countries? In Australia, Mike O'Dwyer has been working on the Metal Storm technology. Just as a machine gun was, once upon a time, a weapon able, in Kipling's opinion, to defeat all countries that did not have it, a Metal Storm weapon can make a million shots per minute from many barrels simultaneously.

The Metal Storm is not the "assassin's mace" — that is, the ultimate weapon, which can annihilate or make surrender any country outside China, be it Australia or the United States.

Yet, last October, the People's Daily, the newspaper of the Chinese Communist Party, and the Chinese news agency Xinhua described China's development of "new and high-tech weapons" and military "technological innovation." So the Metal Storm would not be amiss.

Speaking on Australia's Nine Network, Mike O'Dwyer said that a representative of China had called him over the phone and said: "We want you and your family in Beijing." To finish his work on Metal Storm weapons. His salary? $100 million a year, with $50 million on arrival in China.

Of course! He and his wife may wish to buy a mansion of their own or whatever else.

O'Dwyer turned down the offer and reported it to the Australian government, which responded with its advice on how he "should continue the discussion" and on how to preserve his "personal safety." O'Dwyer said he would like to have seen a little more concern.

Had O'Dwyer accepted the $100-million-a-year offer, no one would have known about it. An Australian went to work in China? Big deal! Nowadays this is fashionable!

Yahoo! has carried an article, entitled "SUNY [State University of New York] and CUNY [City University of New York] Contracts Compared," which says that the maximum allowable CUNY salary for a full professor by the end of the new contract is $168,688 ($102,235 + $66,453 over-scale). Not many professors earn this salary at CUNY, nor do many SUNY professors earn salaries in this range.

This is the crux of the matter. In China's dictatorship, all wealth belongs to the dictator. From the Boston Globe article of April 19, 2000, we learn that in China "400 million live on less than $2 per day." But China's dictator is ready to pay (all wealth is his) $100 million a year to an Australian if he and his wife come to live in China and he works on his Metal Storm. Surely the dictator can spend his money on whatever he wants. The Metal Storm weapons are particles of military power necessary for him to attain his world domination.

But what does he need world domination for?

First of all, the question is more naοve than asking a Western billionaire why he needs more and more money. Surely he can stop at $2 or 4, billion. Now, in the case of the dictator of China, his dictatorship will never be secure until there are countries without dictatorship, and whether they are good or not, their example is infectious, subversive, stirring trouble in a dictatorship. Globalism in information precludes the insulation of China as it was insulated for millennia. Radio waves and computers know no borders.

I receive quite a few e-mails in which my American readers conform to a common American conformity of the government, Congress, mainstream media, and many university "experts." According to this conformity, there are — just as there were in old-fashioned plays and movies — good guys who are harmless and, indeed, useful because they are good guys, and villains who are dangerous, destructive, and murderous because they are villains.

Good guys are Chinese dictators who are never even called dictators in the U.S. mainstream media. The villains are the rulers of little countries like Hussein's Iraq, Iran, or North Korea, or else they are suicidal terrorists, all called Al Qaida and ascribed to the leadership of Bin Laden. Who fights a guerrilla war for more than three years in Iraq against the Coalition? No, not Sunni guerrillas, but Al Qaida!

It is necessary to inject some geostrategic reality into this ongoing play or movie of a century ago. A certain percentage of every nation suffer from the genetic inclination to suicide, which they "sublimate" into their death out of unrequited love of a pretty girl or out of their love for Islam. But Bin Laden, who has been declaring his determination to kill all mankind except for Moslems, has been paranoiac in his cowardice.

Stalin used to kill his dear comrades out of his fear that he would be displaced by them and killed. The same applies to Mao, and Hitler made his subordinates to launch the Holocaust so that they would be afraid, after Hitler's defeat at Moscow, to betray him to the Allies, for they themselves would be treated by the Allies as heinous criminals.

Peace rested for decades on fear — on Mutual Assured Destruction. If China (which had nuclear weapons since 1964) had attacked the United States or Russia (or vice versa) these countries had secret nuclear means of retaliation (such as submerged submarines with nuclear missiles aboard) that would have annihilated China. Neither Mao, nor Stalin, nor their successors, have violated Mutual Assured Destruction out of fear to be destroyed by retaliation. It is comical to comes not from the psychiatran or North Korea will do what Stalin and Mao were afraid to do.

The fatal danger to the West comes not from the psychiatric disease of some individuals like their genetic inclination to suicide, sublimated into the death out of love for a pretty girl, or for Islam, or for whatever, but from the biggest dictatorship in recorded history whose dictators fear — yes, fear — events like the Tiananmen movement in China in 1989 or the collapse of the dictatorship in Soviet Russia in 1991, and want to annihilate or dominate the West with its involuntary subversion of China's dictatorship by Western constitutionalism, called democracy.

On Nov. 17, CNN showed a documentary about how "Radical Islam" gathers and swears hysterically to kill off all Americans except Moslems ("Death to America!") and in general to establish Islamic world domination by killing off all people except Moslems. But how far this hysteria (quite safe for "Radical Islam") has gone to reality?

By Index Crimes the FBI means the violent crimes of murder and non-negligent manslaughter, rape, robbery, and aggravated assault as well as the property crimes like burglary and arson. These crimes occurred every year for decades even when no one heard of Islamic terrorism. Thus, in 1998 (taken as a random year) there were in the United States 12,485,714 Index Crimes, according to the FBI. Though the annual numbers are of the same order per 100,000 Americans for many decades, neither the United States nor any other country have perished as a result of annual Index Crimes. If the Islamic world becomes a single dictatorship of about the size of China, it will be able to produce super weapons, annihilating whole countries and continents unless China annihilates first the Islamic dictatorship, to be on the safe side. But the hysteria of "Radical Islam" means no more than does the genetic inclination to suicide, which falls within annual statistics.
