TEL AVIV — Israeli police have formulated a plan for the expulsion
of 10,000 Israeli residents from the Gaza Strip and the northern West Bank.
The plan is termed, "Shevet Achim" and calls for the formation of three
forces to forcibly evacuate the Israelis and take over their homes. Under
the plan, the Israeli community of Netsarim, located near Gaza City, would
be the first to be evacuated.
Officials said all 21 Israeli communities in the Gaza Strip were being
targeted
for evacuation. Netsarim is composed of 65 families and is regarded as the
most isolated of the Israeli settlements.
In all, about 10,000 troops would be mobilized, officials said. They
would be divided into those from the police and military.

Israeli community of Gush Katif in the central Gaza Strip. At least one

Officials said the police plan called for Israeli authorities to prepare
aerial photographs of Netsarim to determine the number of homes and
location. They said police would form a group to expel those outside their
homes.
A second group would be ordered to evacuate those inside their homes. A
third group would be deployed to battle those who resist expulsion.
In June 2005, the police and army plan to begin joint exercises that
would simulate an expulsion scenario. Under the plan, the police, dressed in
special uniforms, would enter Israeli communities while a division of
reserve soldiers would provide perimeter security.
Officials said Israeli residents of the Gaza Strip and northern West
Bank would be taken to either mobile home parks or hotels. The police
evacuation plan was said to cost 380 million shekels.
So far, one of the 21 Israeli communities in the Gaza Strip has agreed
to leave their homes. The community, called Pe'at Sadeh, is composed of 22
families.
