RAMALLAH — Hamas is said to have taken a recess from suicide bombing attacks in Israel to rebuild its insurgency network.

Hamas spokespeople have acknowledged losses as a result of Israeli military operations in the West Bank and the Gaza Strip. They said that suicide bombers have been harder to recruit as their families fear Israeli demolition of their homes.
