The recent Fourth Plenum of the 16th Communist Party of China Central Committee has reaffirmed Marxism-Leninism as the ideology of the party.

The party must follow Marxism and Leninism, Mao Zedong Thought, Deng Xiaoping Theory and the important thought of "Three Represents" as its ideology, the document states.

"Only socialism can save China, and only with socialism with Chinese characteristics can we develop China."

"First, we must make sure the party's guiding ideology shall always progress with the times, and always use constantly-developing Marxism to guide our new practice," a party document on governance states.

The document also calls for promoting "people's democracy" but notes that it is done by "promoting inner-party democracy."

The communist concept of democracy is limited to so-called "democracy" within the ruling dictatorship.
