Azerbaijan has already formed what officials acknowledged were strategic ties with Israel, which sold Baku nearly $2 billion worth of unmanned aerial vehicles and other military platforms.

The Turkish military said the exercise in Azerbaijan would continue through July 28. A military statement said the exercise focused on infantry and mechanized divisions in Baku and Nakhchivan.

“The aim of the exercise was to bolster military cooperation between the two countries and exchange data and experiences,” the statement said.

Turkey, with the second largest army in NATO, has sought to expand military cooperation throughout Central Asia.

Officials said Turkish military cooperation would bolster other ties
with Baku. They pointed to a project for a natural gas pipeline from
Azerbaijan through Turkey and to Western Europe.
