“We have the moral high ground here, and all the leverage,” a memo released by the Trump campaign on April 5 said. “It is time we use it in order to ‘Make America Great Again.’ ”

Trump said his administration would compel Mexico to pay the U.S. “$5-10 billion” to fund the wall.

In the memo, the GOP front-runner cited the post-9/11 Patriot Act in saying he would threaten to issue new regulations that would compel money transfer companies like Western Union to verify a client’s identity and legal status before authorizing a wire transfer.

Trump would also impose tariffs on imports from Mexico, cancel Mexican nationals’ visas and raise visa fees.

As part of his immigration policy, Trump also vowed to “impound all remittance payments derived from illegal wages.”
