Russia, China spies targeting information and communications tech

Russia and China pose the greatest threat of espionage and industrial spying and are expected to continue to be the most aggressive at stealing secrets, according to the annual report of the U.S. government’s Office of the National Counterintelligence Executive, known as NCIX.

The U.S. intelligence community anticipates that China and Russia will remain aggressive and capable collectors of sensitive U.S. economic information and technologies, particularly in cyberspace, said the report, made public last week.

“Both will almost certainly continue to deploy significant resources and a wide array of tactics to acquire this information from U.S. sources, motivated by the desire to achieve economic, strategic, and military parity with the United States,” the report said.

China’s goal is to use espionage to catch and surpass the West through use of its technology acquisition program, called Project 863.

The program, initiated in 1986, is involved in clandestinely gathering U.S. technology and sensitive economic data.
