The officials cited a recent mortar strike from Iraq on Saudi Arabia near the border with Kuwait.

“Measures have been taken to prevent such incidents from recurring,” Iraqi Foreign Minister Hoshyar Zebari said.

An Iranian-aligned Shi’ite militia has claimed responsibility for the mortar strike on a Saudi border post.

Iraq said it issued warrants for the arrest of the suspected attackers.

“These are outlaws and fugitives,” Zebari, who did not identify the attackers, said.

On Dec. 16, Iraq and Kuwait signed three agreements in an effort to improve relations.

The agreements included cooperation at Kuwait’s Al Kabeer port, threatened by Iraqi Shi’ite militias.
