Having survived all challenges, the only remaining questions about Premier-in-waiting Li Keqiang concern his politics

The just-ended plenary session of the Chinese Communist Party (CCP) Central Committee provided little information about the 18th Party Congress, except to say that it will be held in the second half of next year.

However, party insiders said the 370 full and alternate members spent a good part of their four-day closed-door session discussing the generational leadership change that will be orchestrated at the pivotal congress.

A key decision was the endorsement of the so-called Xi-Li leadership axis: meaning that Vice-President will take over the positions of party chief, state president and commander-in-chief currently held by Hu Jintao, while Executive Vice-Premier will replace Wen Jiabao as premier.

Despite his being identified as a “clone” of President Hu, the 56-year-old Li’s ascendancy to the post of head of government had not been secure until just a month or so ago.
