Beijing foreign policy elites argue that U.S. policy is no longer the priority

Even as President Xi Jinping’s closest advisers are preparing for his first official state visit to the United States this September, influential members of China’s foreign-policy establishment have argued that the country’s relationship with its neighbors outweighs that with the world’s only superpower.

The official Chinese press is building up expectations for the Xi visit, which is due to take place soon after the Chinese leader’s participation this autumn in celebrations in New York marking the 70th anniversary of the establishment of the United Nations.

The People’s Daily and other media have quoted senior officials as saying that apart from giving a symbolic boost to what Beijing calls “a new type of major-country relationship” with the U.S., Xi would urge President Obama to lift restrictions on the sale of high technology – including dual-use items that may have military applications – to China.
