ANKARA — Prime Minister Recep Erdogan, the first civilian leader to shake up the General Staff, wants Turkey's military to focus on counter-insurgency. Officials said Erdogan has ordered his new General Staff to concentrate on eliminating the growing Kurdish threat to Turkey.
